If one is unable to conceive, then she should not think that they can carry child to term. Especially then, when she has hormonal issues, which causes the fertility problem, which can also cause implantation/miscarriage issues. That is why the surrogacy agency requires at least one healthy delivery. Obviously, the best option is that one who doesn't or a couple willing to forego that requirement and take a risk - possible, but not likely. Better option is to get checked, understand and diagnosed why one is not able to get pregnant.
